Energy community pilots join forces under the CELINE European project in Vienna

Interactive workshops and internal sessions of this Horizon iniciative reinforce the shared vision towards a more digitalised and people-centred European energy model. 

Vienna, October 23, 2025 – The CELINE project, which is working to digitalise the future of the European electricity market through energy communities, keeps moving forward steadily. During its latest consortium meeting, held in Vienna on October 22 and 23, project partners took part in internal workshops to shape the strategy of the three national pilots (located in Valencia, Spain; the Alps, Italy; and Lappeenranta, Finland) and to strengthen the possible synergies between them. 

During the sessions, the focus was on the project’s vision: what digital tools can be developed considering the current legislation and frameworks in each country, and how to make them truly useful for the end users of the energy communities. Even though there are different approaches (mainly due to the diversity and complexity of national regulations and pilot formats) all partners agreed that the main challenge now is building users’ trust in the tools being developed, ensuring they are truly useful and accessible

Data, the key aspect for digital innovation 

One of the central topics of the Vienna meeting was how data should be collected and managed, a key element for the development of CELINE’s future “Digital Toolbox”. By gathering and analyzing different data sets, the project aims to build scalable digital tools that can optimize energy consumption and boost flexibility services across Europe. 

In this context, it came up the idea to create future control groups, with the aim of comparing the effectiveness of CELINE’s tools between users who use them and those who don’t, through the comparison of real energy consumption measurements. 

Strengthening European synergies 

The meeting was also a valuable space for connection and cooperation, helping identify shared challenges and opportunities for collaboration. Through the exchange of good practices and ideas for future steps, partners reaffirmed their commitment to a more integrated, inclusive, and people-centred digital energy ecosystem

As part of the programme, participants also visited the facilities of AIT, the Austrian Institute of Technology, where they learned first-hand about leading projects in energy innovation. 

Pilot development and impact strategies 

In addition to improving collaboration between the different pilots, the partners started to define the action plans for the three pilot sites (Valencia, Lappeenranta, and Alpe Cimbra), aligning them with the project’s technical developments.  

In this regard, CIMNE, as the organisation coordinating the pilots, also introduced the strategy for evaluating the impact of the common digital services across the three pilots, with the goal of assessing the energy flexibility potential of the households involved in the energy communities in Spain, Italy, and Finland.
