Open Call for CELINE Replicators
CELINE invites organizations across Europe to become Replicators, testing how the project's digital energy solutions can be adapted to their own local contexts through guided workshops, peer exchange, and a final conference in Brussels.
The CELINE project is inviting energy communities, municipalities, housing providers, Living Labs and other organisations across Europe to apply as Replicators in the CELINE Replication Roadmap.
Selected Replicators gain structured access to the methodologies, tools and learning resources developed by CELINE with its three Demonstrators in Spain, Finland and Italy, and contribute their assessment of how those results would apply in their own context.
Applications close on 20 November 2026, 15:00 CET.
What is CELINE?
CELINE is a Horizon Europe project developing digital tools and services that help energy communities, households and local stakeholders make effective use of energy data, including data from beyond the energy sector such as mobility, housing, climate and tourism.
The project develops and validates its approach at three Demonstrator sites:
Valencia, Spain — a citizen energy cooperative operating nine energy communities across urban and rural areas
Lappeenranta, Finland — a municipal authority working with a District Heating VPP serving the city’s public buildings
Alpe Cimbra, Italy — a renewable energy cooperative operating across Alpine Valleys, linking energy with transport, tourism and climate resilience
What does a Replicator receive?
The CELINE Framework for activating and supporting local energy communities through digital services.
Demonstration of the CELINE Toolbox, the community Digital Twin, the AI assistant and cross-sector data space connectors, presented by the teams that developed them.
Guidelines and learning resources for energy end-users, adaptable to the Replicator's own members and residents.
The CELINE open repository of digital services.
Direct exchange with the Demonstrator teams and with the other Replicators.
Visibility across CELINE channels, partner networks and the published Replication Roadmap.
An invitation to the CELINE Final Conference in Brussels .
An opportunity to connect with the CELINE consortium, enabling valuable networking, peer‑to‑peer exchange, and knowledge sharing.
Participation involves no funding and no financial obligation. The value of taking part is access to expertise, methodology and peer learning.
Who can apply?
Applications are open to legal entities established in an EU Member State or a country associated to Horizon Europe, including:
Energy cooperatives, and renewable and citizen energy communities
Municipalities, regions and other public authorities
Housing providers and associations
Universities and research organisations with Living Lab activity
Associations, NGOs, SMEs and intermediary organisations acting for a defined community
Applicants need an identified community of end-users, at least one collective energy activity in operation or firmly planned, and access to energy data in some form. No in-house data analytics capacity, integrated digital platform, prior EU project experience or budget is required. Joint applications are welcome.
Applications are particularly encouraged from organisations working with energy-vulnerable households, from organisations serving underrepresented groups, and from geographical and regulatory contexts not represented among the CELINE Demonstrators — including Central and Eastern Europe, the Baltic States, Atlantic and North-West Europe, island and outermost regions, dense urban social housing and depopulating rural areas.
What is expected in return?
Participation in three online workshops, short structured feedback after each, light peer exchange between workshops, and a concluding assessment of what transferred to the local context and what did not.

Applications are submitted in English through the online Expression of Interest form.
Applications are assessed after the closing date against published criteria.
